A mechanism to update conditions and information of queued notifications before they are sent

What: A mechanism to update conditions and information of queued notifications before they are sent.

Why: Notifications triggered by midnight cron jobs (i.e. as part of the End of Day processing) are not immediately sent, but queued until 9am organisation time. Any changes made during this time are not taken in the consideration, for example:

- on accounts/ clients that qualify or disqualify the notifications from being sent (e.g. notification about an account going into Arrears will be sent, even if the full due amount is received and entered in Mambu before 9am)
- on accounts/ clients that change the value used in the placeholders (e.g. total due amount may change due to a repayment made before 9am)
- in the notifications setup (e.g. disabling a notification)

This may cause confusion to the clients who receive the notifications, which are not "real time".
